Answer: These statements are made with respect to the majority. Furthermore, they are based on the fact that during the first kalpa, concentrated and non-concentrated states are cultivated mixed together; when that has been completed, surpassed, and exhausted, what is cultivated in pure concentration is then undertaken at this stage.
