Answer: The two masters of the treatise explain this differently. According to the first master's explanation, whether one degenerates or does not degenerate, upon being born in the lower three heavens one cannot give rise to it again; for one born in [the heaven of] non-conception who first cultivated it below and degenerated, to give rise to it again after subsequent birth is also called subsequent retribution. According to the second master, although one degenerates in the desire realm, upon being born in a lower dhyāna one can also give rise to it again. Chapter fifty-six says: Having first given rise to it here, subsequently in the fourth dhyāna of the form realm one shall experience that result, as explained in the commentary. If it is said that even if one does not degenerate while in the desire realm, there are also those who, born among the lower three dhyānas, can give rise to it again: this is not so, because for an ordinary worldling, moistening rebirth necessarily requires active manifestation. If one does not degenerate from non-conception, since one has attained detachment from the lower three dhyānas, how could one be born there? If one is permitted to be born there, would there then be no suppression of afflictions through the six mental practices in order to be born above?
