Answer: Heat, Summit, and inferior Acceptance are permitted rebirth in higher realms; but those immediately adjacent [to the path of seeing] are not permitted rebirth in higher realms. Even if rebirth in higher realms is permitted, the Heat and so forth that are generated belong to the form realm, because concentration and wisdom are equally superior [there], whereas they are not phenomena of that [formless] realm because wisdom is inferior [there]. The statement that when reborn in a higher stage one does not generate [the paths of] a lower stage is spoken with reference to ordinary beings (pṛthagjana) and the two vehicles. Alternatively, when a bodhisattva possessing the four roots of goodness is reborn there, they cannot actively manifest these four roots of goodness. Alternatively, they are not reborn in higher realms; in the stage of provisioning (sambhārāvasthā) it is admitted that some are reborn in higher realms without having yet generated Heat and the others. Formulating the explanation in this way conforms with the sūtras and treatises.
