One interpretation says: Among the nine categories, whichever category is excluded to form the proposition and reason, saying "not substance" and so on does not indicate multiple inferences. Why is that? Take the initial proposition stating qualities and the like: does it include all except the non-predicable category? If it does not include them all exhaustively, the reason becomes inconclusive; if one says it does include them, then the rest are all included, so that a single proposition and reason already establishes the eight included categories as not existing apart from consciousness. Taking others as the proposition would commit the fallacy of proving what is already accepted, since it was established earlier. Thus, the initial inference comprehensively establishes eight categories, and subsequently another is established separately, yielding two inferences in total.
