詳曰：前義為本，故彼經云：此能攝聚分及此能轉出分一時，而生次第宣說。
Deliberation: The former interpretation is fundamental. Therefore that sūtra says: this portion capable of accumulating and this portion capable of turning out arise at one time and are expounded in sequence.
