釋曰：彼經自云能攝聚分，謂無明等，能轉出分，謂愛、取等，故順經文前義為勝。

The explanation is: that sūtra itself says that the portion capable of accumulating refers to ignorance and so forth, and the portion capable of turning out refers to craving, grasping, and so forth; therefore, in accordance with the text of the sūtra, the former interpretation is superior.
