言若心有起更見前法等者，明妄心外念，求之不足。如是淨法等者，明淨德性滿，無假外求。結名可知。

The words "If the mind arises and further sees an object before it..." clarify that the deluded mind, thinking outwardly, seeks it insufficiently. "Such pure dharmas..." clarifies that the pure virtues are inherently fulfilled, with no need to seek outside. The concluding names are evident.
