In [the explanation of] the first [mark], the Commentary says: "The mind does not arise of itself..." etc., because the mind is not of a moving nature. Although its nature is unmoved, it nevertheless moves in accordance with conditions, because it does not keep to its own nature; this is precisely the meaning of "not emerging" among the four mirrors. Just as water does not billow of itself but is due to the power of the wind, one thereby avoids the fault of infinite regress. "Directly clarifying the marks of arising": because when enlightened, it is unmoved, and when unmoved there are no marks; when unenlightened, it moves, and when moving, marks arise. "The arising of motion is karma": among the two meanings, [the author] does not cite "being the cause"; that is also contained within it, because when there is motion, there is the result of suffering.
