既非下，二、結會重辨。若言全見，即有相違；既言分見，足可通會。如疏可見。

From "Since it is not..." on: second, concluding the synthesis and re-distinguishing. If one were to say it is seeing fully, there would be a contradiction; since it says partial seeing, it is quite sufficient to synthesize and reconcile them, as can be seen in the commentary.
