疏 攝律儀者，此殺等十是惡律儀，止之不行，即成善法。攝取不捨，即名為戒。
In the commentary, "taking up the discipline": These ten, beginning with killing, are the discipline of evil; halting them and not practicing them becomes the good Dharma. Grasping them without relinquishing them is called morality.
