The Treatise says: "Permanently abiding in the One Mind" has two meanings: first, because all dharmas permanently abide relying on the [One] Mind, they are neither emerging nor entering, neither lost nor corrupted. Second, the very essence of all dharmas permanently abides as solely the One Mind; outside of the One Mind there is not a single dharma that could emerge, enter, be lost, or be corrupted. Therefore the sūtra says: "The marks of the world permanently abide." Between these two meanings, the former meaning is primary, because below the Treatise itself explains and completes it, as can be known from the text of the Commentary.
