In the question, treatise: From “If all” down to “beings”: This restates the preceding text. From “all” down to “obtain benefit”: This sets it as established; all are intelligible. Regarding “mostly do not see”: It is not that they do not see at all, hence it says “mostly.” Furthermore, those who hear the preaching necessarily see the body, while those who see the body do not necessarily hear the Dharma. Now it is formulated according to this restricted perspective, hence it merely says “do not see”; if they cannot even see, how much less could they hear?
