Next is discussing them in terms of persons. Persons may be heterodox or orthodox: non-Buddhists are termed heterodox, while those of the inner Dharma are termed orthodox. According to the Abhidharma, the prātimokṣa precepts are received by disciples of the Buddha and cannot be attained by non-Buddhists. In the Tattvasiddhi, non-Buddhists also attain them. Thus that treatise states: 'Non-Buddhists also renounce evil with a deep mind, and therefore can receive the precepts.' As for dhyāna restraint, it is attained by both insiders and outsiders, because non-Buddhists also cultivate the eight dhyāna-samādhis. Untainted restraint is attained only by disciples of the Buddha and not by non-Buddhists, because they abide in wrong views and lack the eightfold noble [path]. The distinctions of persons are like this (this concludes the seventh gate).
