In the fifth section, with reference to the refuges in persons, the meaning of what can and cannot be relied upon is clarified. There are four refuges in persons, as explained above. When persons and Dharma accompany one another, both can be relied upon: because persons are identical to Dharma, one who relies on the Dharma must also rely on persons. Therefore, the *Nirvāṇa [Sūtra]* says: 'One should rely on the four persons as described above.' Because Dharma is identical to persons, one who relies on persons must also rely on the Dharma. When persons and Dharma are distinguished separately, they mutually have the senses of what can be relied upon and what cannot be relied upon. For those with the fleshly eye, persons can be relied upon, but the Dharma cannot be relied upon. Persons are able to give instruction and delight in guiding in good and evil, and therefore persons can be relied upon; the characteristics of the Dharma are difficult to discern, and therefore the Dharma cannot be relied upon. Therefore, the *Nirvāṇa [Sūtra]* says: 'I spoke of the four refuges in persons for the sake of all sentient beings with the fleshly eye, never for the sake of those with the wisdom-eye.' For those with the wisdom-eye, the Dharma can be relied upon, but persons cannot be relied upon. Because having the wisdom-eye, they rightly perceive the Dharma, the Dharma directly completes practice, and therefore the Dharma can be relied upon; persons are distant and do not directly complete practice, and therefore persons cannot be relied upon. The meaning of the four refuges of Dharma has been determined in brief.
