初引經。即同《放光》不動等覺建立諸法。非離下，論主釋經義也。謂依理成事，事豈離真而立也。

First, the sūtra is cited. This is identical to the Pañcaviṃśatisāhasrikā Prajñāpāramitā Sūtra's "without moving from equal awakening, all phenomena are established". From "It is not that... apart from" onward, the treatise author explains the meaning of the sūtra. It means that phenomena are formed in dependence on principle; how could phenomena be established apart from the true?
