This is explained in terms of arising and ceasing. The first two phrases clarify arising by mutual dependence: once a single view arises, the other view arises following it, just as seeing that a cow has horns makes one say a rabbit has no horns, and so forth. Hence the Ghanavyūhasūtra says: "It is only depending on existent dharmas that a view of non-existence arises." This is the disease to be cured. The latter two phrases clarify perishing by mutual dependence: if one cures one view, the other view perishes along with it. Since the sūtra already says "not existent", it is therefore also "not non-existent". Hence the Ghanavyūhasūtra says: "Existent dharmas are fundamentally non-existent of themselves; what could the view of non-existence depend on?" This is the medicine that can cure it. How grand! Skillfully exhausting the sūtra's purport in every detail.
