1.46

復有四事：一見諸眾生為愛欲故造作諸惡。二見諸眾生知欲生苦而不捨欲。三見眾生雖欲求樂不具戒足。四見眾生雖不樂苦造苦不息造極重惡。

Furthermore, there are four matters: First, seeing all sentient beings committing various evils on account of sensual desire. Second, seeing all sentient beings knowing that desires give rise to suffering, yet failing to abandon desires. Third, seeing sentient beings, although seeking happiness, lacking the foundation of śīla. Fourth, seeing sentient beings, although disliking suffering, creating suffering unceasingly and committing extremely grave evils.
