"Mañjuśrī! Such is the dhāraṇī scripture; you should accept and uphold it." He further told Mañjuśrī: "As for the method of using these flowers, if a bhikṣu, bhikṣuṇī, upāsaka, or upāsikā can faithfully practice it, they should rise early, wash and rinse cleanly, be mindful of the Buddha's virtues, revere these flowers, not trample on or step across the flowers, and take them up in accordance with the Dharma and place them in a clean vessel. If someone has chills or fever, grind the flowers with cold water to rub on the body; if there is a headache, likewise rub it on; if there is vomiting, diarrhea, and bleeding, or distressing pain in the abdomen, grind the flowers with a syrup drink, and one should take this flower drink; if the mouth suffers from sores, grind the flowers with warm water and hold the juice of these flowers in the mouth. If one has much greedy defilement, grind the flowers with lye water and rub it on one's private parts. Furthermore, grind the flowers with cold water and rub it on the crown of the head; the knots of greed will gradually subside, and one will always be loved and revered by all. If rain does not stop, burn the flowers with fire in an open and quiet place, and the rain will immediately stop. If there is a severe drought, place the flowers in water in an open and quiet place, further incant cold water and pour it over the flowers, and rain will immediately fall. If there is too much water in the fields and the crops are damaged, pound the flowers into a powder and scatter it in the fields, and they will flourish. If in highlands or dry lands there is no place with water, invite four bhikṣus to spread flowers in that place, recite the dhāraṇī one hundred and eight times in a day, then on the next day spread fresh flowers over the previous flowers, and recite the dhāraṇī one hundred and eight times again; doing so for up to seven days, when one digs, one will obtain water. If a country has many epidemics, grind the flowers with cold water and smear it on conches, drums, and the like; when they are blown and beaten to produce sound, those who hear it will be healed. If an enemy nation or hostile force wishes to invade the borders, grind the flowers with water and sprinkle it in that place, and they will retreat and scatter. If on a high mountain where there are boulders, many bhikṣus grind the flowers on the rocks, and having finished grinding the flowers bow together, in time precious gems will naturally arise on the rocks. If a foolish person takes the offered flowers, numbering a hundred kinds or down to seven kinds, pounds them into a powder, first recites the dhāraṇī one hundred and eight times over white cow ghee, mixes them into pills the size of a pellet, and takes one pill a day, reciting the dhāraṇī one hundred and eight times at the time of taking the pill, they will gradually become intelligent and keen-witted, able to recite a hundred verses in a single day.
