Second, explaining the two vehicles, of which there are three kinds: First, the One Vehicle and the Three Vehicles are called the two vehicles, as in the conferral at the crossroads and the three carts at the gate in the sūtra. Here, combining those who cling to the teaching [of Hīnayāna] together with those who turn the mind as both being Hīnayāna, there are thus two. Second, the Mahāyāna and Hīnayāna constitute the two vehicles; this combines the one into identity with the three, and opens those who cling to the teaching as distinct from those who turn the mind. Third, śrāvakas and pratyekabuddhas constitute the two vehicles; this applies to both those who cling to the teaching and those who turn the mind. Furthermore, the first is explained by reference to the One Vehicle, the next by reference to the Three Vehicles, and the last by reference to the Hīnayāna; by analogy this can be understood.
