1.76

一、或有眾生於此世中小乘根性始終定者，即見如來從初得道乃至涅槃，唯說小乘，未曾見轉大乘法輪，如小乘諸部執不信大乘者是。

First: there may be sentient beings in this world whose Hīnayāna capacity and nature are fixed from beginning to end; thus they see the Tathāgata, from his initial attainment of the Path up to nirvāṇa, preaching only Hīnayāna, never having seen him turn the Mahāyāna wheel of Dharma, such as the adherents of the various Hīnayāna sects who do not believe in the Mahāyāna.
