二、或有眾生於此世中小乘根不定故，堪進入大乘初教即便定者，即見如來初時轉於小乘法輪，翻諸外道；後時見轉大乘初教即空法輪，迴諸小乘。如《中論》初說者是。

Second: there may be sentient beings in this world who, because their Hīnayāna capacity is not fixed, are capable of advancing into the initial teaching of the Mahāyāna and then become fixed; thus they see the Tathāgata at the initial time turning the wheel of the Hīnayāna Dharma to overturn the various non-Buddhists, and at a later time they see him turning the Dharma wheel of identity with emptiness of the initial teaching of the Mahāyāna to redirect those of the Hīnayāna, such as what is stated at the beginning of the Mūlamadhyamakakārikā.
