三、遍三際者，謂盡前後際各無邊劫，常在彼界恒說此法，初無慚息，如〈不思議品〉說。

Third, "pervading the three periods of time" means that exhausting the boundless kalpas of the prior and posterior limits, he is constantly in those realms eternally expounding this Dharma without the slightest cessation, as stated in the "Chapter on the Inconceivable".
