九、彼相攝者，即彼異界所有時劫，亦各別相收，或互相攝，若念若劫無盡同前，悉於彼時恒說此法。

Ninth, "their mutual inclusion" means that all the time periods and kalpas of those different worlds also gather each other distinctly or mutually encompass one another; whether thought-moments or kalpas, they are endless as before, and this Dharma is eternally expounded in all those times.
