1.71

十、圓滿經者，謂此上諸本，總混同一無盡大修多羅海。隨於其中一會、一品、一文、一句皆具攝一切，及一一文句遍入一切，以是普法無分限故、圓滿教法理應爾故、如因陀羅網無分齊故、盡佛能化無邊境故。〈舍那品〉偈云「一切佛剎微塵中，盧舍那現自在力，弘誓願海振音聲，調伏一切眾生類。」又〈法界品〉中名圓滿因緣修多羅，此之謂也。無盡教海應如是知。

Tenth, as for the Consummate Sūtra: all the above versions are completely fused into a single inexhaustible great ocean of sūtras. In any single assembly, single chapter, single text, or single sentence within it, all are fully gathered, and each sentence completely enters all, because the universal Dharma is without delimitation, because the consummate teaching is rationally so, because Indra's net is without boundary, and because the Buddha's boundless realm of conversion is exhausted. A verse in the "Rocana Chapter" says: / "Within the subtle atoms of all Buddha-lands, / Rocana manifests his sovereign power, / The ocean of his vast vows resounds with voice, / Taming all kinds of sentient beings." / Furthermore, in the "Dharmadhātu Chapter" it is called the Sūtra of Consummate Causes and Conditions; this is what is meant. The inexhaustible ocean of teachings should be understood in this way.
