二、事如理門，謂諸事法與理非異，故事隨理而圓遍，遂令一塵普遍法界；法界全體遍諸法時，此一微塵亦如理性，全在一切法中。如一微塵，一切事法亦爾。

Second is the gate of phenomena being like principle, which means that phenomenal entities are not different from principle; therefore, phenomena follow principle in being universally pervasive, causing a single speck of dust to pervade the dharmadhātu everywhere. When the entire substance of the dharmadhātu pervades all dharmas, this single speck of dust, also like the nature of principle, is entirely within all dharmas. As with a single speck of dust, so it is with all phenomenal entities.
