十句章記云：所目者，是此經所流。方便等者，是下四教也。問：於機緣中起者，約何機緣耶？答：下教機緣也。問：若爾，所目亦是下教耶？答：《花嚴經》中所目之法向外而流，於下教機緣中起也。為欲現此緣中所起下教之法，本是《花嚴經》中所目故，所以并論所目耳。

The Record on the Chapter of Ten Sentences states: '"What is designated" is what flows from this sūtra. "Upāyas" and so forth are the four lower teachings. Question: Regarding "arising within capacities and conditions," in terms of what capacities and conditions is this? Answer: The capacities and conditions of the lower teachings. Question: If so, is what is designated also the lower teachings? Answer: The Dharma designated in the Avataṃsaka Sūtra flows outward and arises within the capacities and conditions of the lower teachings. In order to show that the teachings of the lower teachings arisen within these conditions are fundamentally what was designated in the Avataṃsaka Sūtra, both are discussed together.'
