In the preceding section, stone items are judged according to the above. The Vinaya contains allowances and restrictions; the Dharmaguptaka has no text for this, so one must establish the correct standard by interpretation. As for implements of offering such as incense burners, whether they are of a separate type for flowers and incense, or made of iron, stone, copper, or brass: if they were constantly intended for offerings before the Buddha, regardless of whether they have gold or silver ornamentation, they are all to be used according to their original location. If the original intent was not fixed and they were intended to be exchanged later to support oneself, they are judged as classified as light property according to the previous items; if they must have gold or silver inlays and ornaments, they are classified as heavy property. If the original mind was for making offerings, then it encompasses all Three Jewels, and they are to be used by whichever [of the Three Jewels] is capable of using them. The original donor offered the materials to make offerings and did not permit them to support oneself; therefore they are assigned to the Three Jewels. If they were distributed as light property, this would constitute the karma of stealing. How can one not be cautious? Therefore, in the Mahāsāṃghika, money, gold, and silver may not be held or kept. Pearls, lapis lazuli, mother-of-pearl, coral, crystal, giant clamshell, and agate may be touched, but must not be worn for use. This clearly indicates that if they are made into hundred-and-one items, they may be received and used. What was said above about 'must not be worn' refers to being like robes. If implements of offering may be embellished and polished, even if they are implements ornamented with jewels in the Vinaya, they are also analogized to other light treasures; this always refers to inlaid work where gold and silver have been added. Even if treatises say to give them to whichever can make offerings, this means they specifically belong to the Buddha and Dharma. If they must have jewel ornamentation, they may be judged according to the offerings in the sūtras and treatises, not being included in heavy property. Other incense burners and offering implements whose affiliation is not fixed are to be distributed in accordance with the definitive rulings of the Vinaya. Those that have fire spoons, cloth pouches, tables, chests, or vanity boxes all follow the incense burner as to where their light or heavy classification lies. If the cloth contains fine patterned embroidery, it follows its original nature and is classified as light property, because its purpose is for veneration, unlike the case of needle and bowl pouches. If tables and chests are heavy and large, exceeding the permitted measure, or are not regularly carried along, or are adorned with gold and inlaid with jewels, they are separately extracted and classified as heavy property (meaning they do not follow a light incense burner).
