2.61

初、內外經籍（律本中，時有比丘，盜他經卷。佛言，計紙墨得重。故知別人畜也。又開讀俗經書，為伏俗故。又為伏外道故，開讀外經，不依彼見故也）。

First: internal [Buddhist] and external [secular] scriptures and books. (In the root Vinaya, on an occasion when a monk stole another's scripture scrolls, the Buddha said that calculating the paper and ink constitutes a heavy offense. Hence we know individuals may possess them. Furthermore, reading secular classics and books is permitted in order to subdue the worldly. Furthermore, in order to subdue tīrthikas, reading external scriptures is permitted, without relying on their views.)
