因機立儀三（謂時涉澆淳，情分利鈍，致立教者開抑殊途。或彼佛德高，滅罪稱最，或此方本淨，二業能明等。）

Establishing Rites in Accordance with Capacities (Meaning that the times encompass the corrupt and the pure, and inclinations are divided into the sharp and the dull, leading the founders of the teachings to establish divergent paths of allowance and restraint: either that the merits of that Buddha are exalted and calling his name eradicates sin foremost, or that this realm is originally pure and the two karmas can be illuminated, and so forth.)
