「復有眾生，為諸獄卒縶繫其身，枷桁苦厄不能得免。何罪所致？」佛言：「以前世時網捕眾生、籠繫六畜，或為宰主令長貪取民物，抂繫良善、冤訴無所。以是惡業故獲斯罪。」

"There are sentient beings whose bodies are bound by the hell wardens, trapped in cangues and stocks in bitter distress, unable to escape. What sin has caused this?" The Buddha said: "In former lives, they netted and trapped sentient beings and caged the six domestic animals, or as local governors and magistrates greedily seized the people's property, unjustly imprisoning good and innocent folk with nowhere to appeal their grievances. Due to this evil karma, they receive this retribution of sin."
