The sūtra explains "arising arising": "Because all defiled phenomena arise thought-moment by thought-moment." It is now explained: this phrase clarifies the locus of the function of conversion. Why does the bodhisattva arise without arising? It is truly because all defiled sentient beings continue in unbroken succession; therefore the bodhisattva arouses great compassion, manifesting births at ease to deliver them. In this way, the gate of non-arising encompasses cause and effect in one's own practice, and the active and passive in converting others, all fully complete. Regarding "bodhisattvas of the four dwellings," the Dichi [jing] says: "From the dwelling of first arousing the mind up to the ten stages, they are bound into six dwellings: first, the dwelling of lineage; second, the dwelling of understanding and practice; third, the dwelling of pure mind; fourth, the dwelling of practicing the traces of the path; fifth, the dwelling of determination; sixth, the dwelling of ultimate completion." Regarding the "dwelling of lineage": if a person has no lineage, though they may be born in good realms, they repeatedly retreat and repeatedly advance, and cannot be counted among the six types of bodhisattvas; if they are accomplished in the dwelling of lineage, having no regression and advancing again and again, they are counted as one such person. The "person of understanding and practice" is the expedient for the first stage. The "dwelling of pure mind" is entering the first stage, attaining the supramundane mind and leaving behind the obstacle of the ordinary person's characteristic of self; hence it is called the "dwelling of pure mind." The "dwelling of practicing the traces of the path" means dwelling in the cultivation of the path from the second stage to the seventh stage. The "dwelling of determination" means the eighth and ninth stages; having already attained retribution-practice, with no return and no regression, it is called "determination." The "dwelling of ultimate completion" means the tenth stage, where learning and practice are fulfilled to the utmost; hence it is called the "dwelling of ultimate completion." When the sūtra refers to "the four dwellings being called arising non-arising," this is precisely the dwelling of practicing the traces of the path. From the second stage onward is precisely the stage of entering the provisional to convert others, manifesting births everywhere without true arising, using the distinctive to reveal the perfect. When first emerging from the womb they can already benefit others, their manifested births being at ease, which also accords without error with the perfect meaning.
