問曰：修止境界不進，何必由習因已盡，或由罪障障於宿善故，不得增長開發。
Question: When the realm does not advance through the cultivation of cessation, why must it be due to the exhaustion of habituated causes? Perhaps it is because sinful obstructions impede past wholesome [roots] that they cannot grow or unfold.
