7.8

二者、自有眾生定根多而慧性少，為說十六特勝。慧根性少故，下地不即發無漏；定性多故，以具上地諸禪，方得修道。

Second, there are sentient beings who naturally have more faculty of concentration and less wisdom; for them, the sixteen sublime practices are taught. Because they have less faculty of wisdom, they do not immediately elicit undefiledness in the lower grounds; because they have more concentration, only by being fully endowed with the various dhyānas of the higher grounds do they then attain the path of cultivation.
