十一、起者。於名、色、陰、入、界等法中，妄計我能造後世罪福業，故名起者。

Eleventh is the originator (utthāpaka). Regarding dharmas such as nāmarūpa, the skandhas, āyatanas, and dhātus, one falsely imputes that the self can create karma of demérit and merit for future lives; therefore it is named originator.
