First, to ferry across those who have not crossed over. This universal vow arises with the truth of suffering as its condition; hence the Yingluo jing says: "Those who have not crossed over the truth of suffering are caused to cross over the truth of suffering." Now, explaining suffering, it is precisely saṃsāra. There are two kinds of saṃsāra: first, portion-and-segment saṃsāra, which refers to the bodies endowed with the skandhas, āyatanas, and dhātus by sentient beings of the six destinies; their retribution being coarse, they undergo the formation and disintegration of physical, portion-and-segment bodies. Second, transformational saṃsāra, which refers to the three kinds of mind-made bodies of arhats, pratyekabuddhas, and bodhisattvas of great power; although they lack the coarse retribution of portion-and-segment, they still undergo the transitions of transformational arising and ceasing, where subtle causes turn and effects shift. If there are any who have not crossed over the suffering of these two kinds of saṃsāra, the bodhisattva resolves and vows to cause them to cross over; hence it is said, "to ferry across those who have not crossed over."
