Second, to liberate those who are not liberated. This universal vow arises with the truth of origination as its condition; hence the Yingluo jing says: "Those who are not liberated from the truth of origination are caused to be liberated from the truth of origination." Now, explaining origination, it is precisely afflictions moistening karma, being able to招 attract and accumulate saṃsāra. Afflictions moistening karma are of two kinds: first, the afflictions of the four resting grounds, which moisten the karma of portion-and-segment saṃsāra and are able to attract and accumulate the painful fruit of portion-and-segment saṃsāra; second, the affliction of the resting ground of ignorance, which moistens the karma of transformational saṃsāra and is able to attract and accumulate the painful fruit of transformational saṃsāra. If there are any who are not liberated from these two kinds of origination, the bodhisattva resolves and vows to cause them to be liberated; hence it is said, "to liberate those who are not liberated."
