物機等者，正明自他各具三千，細辨故三千，總論故十界，轉現互生即無記化，化化復作化也，依正皆爾，應必對感機豈不然！一念從事寂光約理，二必相即故互舉爾。

"Creatures' capacities" and so forth directly clarifies that self and other each inherently possess the three thousand: distinguished in detail they are three thousand, discussed generally they are the ten realms. Shifting manifestations and mutually giving rise to one another is precisely indeterminate transformation, where transformation after transformation further produces transformations. Both environment and person are thus; since response must match sympathetic resonance, how could capacities be otherwise! The single thought-moment accords with phenomenon, and Quiescent Light pertains to principle; because the two must be mutually identical, they are mentioned reciprocally.
