First: The faculties and natures [of individuals] differ: some attain the Way through individual practice, while others attain liberation by communal reliance. Those who rely on the community should cultivate three practices: first, sitting in meditation according to the hall; second, repentance in a separate arena; third, administering monastic affairs. For practitioners of these three practices, the three robes, the six requisites, and the implements of the Path must be complete; if they adhere to any one practice, they may be accommodated. If their robes and requisites are lacking and they have none of the three practices, they shall not dwell together.
