答曰：若就佛論，則妙絕三界；若從眾生，具有二義，或攝不攝。初明攝者，若據凡夫及三果學人往生者，此即在三界攝，以此等眾生未出三界故。

Answer: If discussed in terms of the Buddha, it wonderfully transcends the three realms. If considered from the perspective of sentient beings, there are two meanings: it may be subsumed, or not subsumed. First, to clarify its being subsumed: if based on ordinary beings and learners of the three fruits being reborn there, it is subsumed under the three realms, because these sentient beings have not yet transcended the three realms.
