答曰：先制後開是諸佛常法，《無量壽經》先說，以廣說法藏比丘因緣及明往生事故也。《觀經》後說，以但論往生事故也。

Answer: To prohibit first and open later is the constant rule of the Buddhas. The Longer Sukhāvatīvyūha-sūtra was spoken first because it broadly explains the causes and conditions of the bhikṣu Dharmākara and clarifies matters of rebirth. The Contemplation Sūtra was spoken later because it solely discusses the matter of rebirth.
