爾時釋迦牟尼如來即伸右手摩清淨蓮華明王頂。時大千世界六變震動，所有十方剎土過現未來一切如來、毘盧遮那如來一時皆現，亦同授與清淨蓮華明王灌頂三昧耶。爾時十方三世一切如來、毘盧遮那如來各伸右手摩清淨蓮華明王頂，同說不空大灌頂光真言曰：

At that time, Śākyamuni Tathāgata extended his right hand and rubbed the crown of the head of the Pure Lotus Vidyārāja. Then the great thousand world shook in six ways, and all the Tathāgatas of the ten directions and the past, present, and future, together with Vairocana Tathāgata, appeared all at once, and together they likewise conferred upon the Pure Lotus Vidyārāja the consecration samaya. At that time, all the Tathāgatas of the ten directions and the three periods of time, along with Vairocana Tathāgata, each extended their right hand and rubbed the crown of the head of the Pure Lotus Vidyārāja, and in unison spoke the Unfailing Great Consecration Light Dhāraṇī, saying:
