The Sūtra on the Ten Wholesome Ways of Action says: 'At that time, the World-Honoured One addressed the dragon king, saying: Because sentient beings' mental conceptions differ, their karmic actions also differ; it is because of this that there is the transmigration through the various destinies. Dragon king, do you see the varieties of forms and types in this assembly and within the great ocean, or not? All of these, without exception, are created by citta. Furthermore, observe these great bodhisattvas: their wondrous forms are adorned and pure, all born of the cultivation and accumulation of wholesome karma and merit. Moreover, the devas, dragons, and the rest of the eight classes of beings, who possess great authority and power, are also born due to wholesome karma and merit. Now, all sentient beings within the great ocean have coarse and base forms, some large and some small; all of these are due to the various thoughts of their own cittas performing unwholesome actions of body, speech, and mind. Therefore, in accordance with their karma, each receives their own retribution.'
