In the first year of Taishi, an imperial decree ordered the establishment of Xinghuang Temple at the Jianyang Gate, and an edict appointed the śramaṇa Daomeng as its leader. The Emperor said: 'Man can magnify the Way. Now having obtained the Dharma Master, not only does the Way benefit the multitude, but it also sheds light on worldly hopes.' He then issued a decree saying: 'Dharma Master Meng's noble demeanor and guidance benefit many; he is My honoured guest and friend. Let him be granted thirty thousand coins per month, four scribes, twenty non-stipendiary attendants, and one carriage and one sedan chair each.'
Another edict appointed Sengjin as the leader of monks throughout the empire, granting him a troupe of Dharma performers (if written as ji [妓], it means female musicians; if written as ji [技], it denotes skills; now called 'Dharma skills', it is the name for banner-, drum-, and cymbal-playing and various arts of the Buddhist order, or called the dignified regalia of the Buddhist ministry), twenty confidants, thirty thousand coins per month, as well as carriages, litters, and corvée attendants.
