In the first year of Shiguang, an imperial decree ordered that the monasteries throughout the realm be renamed Zhaoti (translated here as 'dwelling of the ten directions'). On the eighth day of the fourth month, images from various monasteries were carried on palanquins through the wide avenues. The emperor proceeded to the gate tower to watch, scatter flowers, and pay homage. (The Sengshi lüe states: "Kings and ministers of Western India, regretting that they could not see the Buddha, carry images into the cities on palanquins to circumambulate on his birthday, making offerings throughout the night; this is called 'parading the images', and it is so in every country.") Kou Qianzhi, a Daoist priest of Mount Song, offered up the books conferred by Lord Lao. The court did not believe them, and only Minister of Education Cui Hao submitted a memorial praising the matter. The emperor gladly accepted them, dispatched envoys to build the Xuandu Altar, and erected the Heavenly Palace of the Wheel of Tranquility. He decreed that Qianzhi and his disciples should rank above all princes and dukes and need not address themselves as subjects, and selected one hundred and twenty sons of noble families to be Daoist priests.
