39.31

三年正月。詔天下州郡七日行道。總度千僧。上親製願文曰。菩薩戒弟子皇帝楊總持。稽首和南十方諸佛。願以度人出家功德。普為有頂無間（天宮地獄）清淨罪垢同至菩提（云云）。

In the first month of the third year, an edict ordered all commanderies and prefectures throughout the empire to practice the Way for seven days, ordaining a total of one thousand monks. His Majesty personally composed a vow: 'The Bodhisattva-precept disciple, Emperor Yang Zongchi, bows his head in homage to the Buddhas of the ten directions. I pray that through the merit of ordaining people into the homeless life, we may universally cleanse the sinful defilements from the Summit of Existence to the Avīci Hell (the heavenly palaces and the hells), and together attain bodhi,' and so forth.
