In the eighth year, Fu Yi, Director of the Astrological Bureau, submitted a memorial, stating, 'The Buddha was in the Western Regions; his speech was bizarre and his land remote. The Han translations of barbarian books indulged in fraudulent pretenses, causing the disloyal and unfilial to shave their heads and merely bow to sovereigns and parents, idling their hands and stealing food, and changing their garments to evade taxes and corvée. Now, life and death, longevity and premature demise proceed from nature; punishment, virtue, authority, and blessings pertain to the human sovereign. Yet foolish monks use deceit and craft, all claiming these come from the Buddha, usurping the authority of the human sovereign and monopolizing the power of Creation. That this harms governance is truly lamentable!' The memorial was presented, but received no response.
