39.63

詔曰。遺教經者。是佛臨涅槃時所說。誡勅弟子甚為詳要。末俗緇素。不知崇奉永懷聖教用思弘闡。宜令有司多寫經本付京官刺史各一卷。若見僧尼業行與經不同者。公私勸勉必使遵行（文館詞林）。

An edict stated: 'The Sutra of the Buddha's Bequeathed Teaching was spoken by the Buddha when he was on the verge of nirvāṇa. Its admonitions to his disciples are extremely detailed and essential. The clergy and laity of these decadent times do not know how to venerate it, forever cherish the sacred teaching, and ponder its propagation. Let the competent authorities copy many rolls of this sūtra and provide one roll each to the officials in the capital and the prefects. If they observe monks and nuns whose deeds and conduct do not accord with the sūtra, they should admonish them in public and private to ensure they comply and practice it' (Wenguan cilin).
