39.64

述曰。太宗知務僧之本在於遺教。故能戒有司寫經本令公私相勸。俾免於過。其有得於仁王護法之心也。

The commentary states: Taizong knew that the foundation of duties for monks lies in the Bequeathed Teaching; hence he was able to command the authorities to copy scrolls of the sūtra and instruct public and private officials to urge one another, so that they might be spared from faults. How well this captured the spirit of the Benevolent King protecting the Dharma!
