In the twelfth year, an imperial decree ordered temples throughout the realm to repair the stupas of the various patriarchs. / The Japanese monk Egaku, having paid homage at Mount Wutai, obtained an image of Guanyin. Traveling through Siming, he was about to return to his homeland. When his boat passed Mount Putuo, it became stuck on a rock and could not proceed. The assembly grew apprehensive, and he prayed to it: 'If the circumstances for this venerable image in the Eastern Sea are not yet ripe, please remain on this mountain.' The boat then floated free. Egaku, grieving with longing, could not bear to leave; he therefore built a hut by the sea to worship it (now beside the mountain there is a Silla general). People of Yin heard of it and invited the image back to enshrine it at Kaiyuan Temple (now some call it Wutai Temple, and also Guanyin Who Refuses to Leave). Later, there was an extraordinary monk who brought fine wood to the temple, carved [a copy] modeled upon its design, closed the doors, and applied his craftsmanship. After a full month, the image was complete, but the monk's whereabouts were suddenly lost. It was then welcomed to Mount Putuo. The mountain lies within the great sea, six hundred li by water southeast of the walled city of Yin; it is precisely what the Avataṃsaka refers to as the solitary and sheer place on the southern coast, where there is a mountain named Potalaka in which Guanyin Bodhisattva dwells. It is also what the Great Compassion Sūtra calls Mount Potalaka, the palace of Avalokiteśvara, the place where the Great Compassion mind-seal was spoken in the presence of Śākyamuni Buddha. On this mountain is the Chaoyin Cave, where the ocean tide surges in and out, booming day and night. In front of the cave is a stone bridge; those paying homage come here and pray devoutly. Some see the Great Being sitting at ease; some see Sudhana bending and rising to welcome them; some only see a pure vase of green jade; and some only see a kalaviṅka fluttering and dancing. Six or seven li from the cave is a great monastery (araṇya), where court envoys and merchants from the various countries of the Eastern Sea come and go; all who pay reverence and submit their sincerity obtain deliverance (from Cao'an lu).
