In the sixth year, in the fourth month, the Emperor discussed with his ministers the cycles of order and disorder, rise and fall, of the Eastern Capital. The Emperor said, "Whenever I recall the time before the Zhiping reign, the state was free from troubles. Since Wang Anshi first threw the established laws into disorder, followed by the like of Zhang Zihou (named Dun; avoided here as a taboo) and Cai Jing, down to the Jingkang era, the assisting ministers were all mediocre and erroneous, bringing about great ruin. Cai Jing was banished and died in Huxiang forty-two years ago. On the day his remains were relocated for reburial, his skin and flesh had completely dissolved away, yet on his chest there faintly rose a svastika character, as though carved. According to the Buddhist sūtras, the Tathāgata possesses the thirty-two marks, and having a svastika on the chest is one of them. It is formed through the accumulated cultivation of discipline, concentration, and wisdom; its mark is clear and wondrous. The demon king also possesses thirty-two marks, but his marks are somewhat dark and obscured. Now Jing had such a mark; was he not a demon? And was it not the great decree of Heaven and Earth that produced this demonic creature to bring disaster upon the living people?" (Liangchao shijian, Rongzhai sanbi.) In the eleventh month, in the Xuande Hall, the Emperor personally inscribed plaques for the Monastery of the Efficacious Guanyin and the Precious Hall of the Efficacious Guanyin, bestowing them upon Upper Tianzhu (each consisting of six characters for the plaque).
